Looking for inexpensive web hosting

First, I am searching for a hosting company that charges monthly. I don't want to pay yearly and get stuck with a provider.

Stumbled on chime host - (link removed) but I can't seem to find many sites reviewing them. I see justhost on hosting review sites but they require advance payment for the low price.

so what you guys think?

Any host with a clue is going to get payment in advance. Otherwise they risk allowing scum sucking spammer trash to sign up, pump out 100,000 virus filled spam messages, and bail, leaving the hosting company holding the expensive costs of cleaning up after the trash swiller has run off.

I do hosting. I now require a tax ID and a credit check before I open the door for you, UNLESS you come in well recommended by an existing client in good standing.
I require payment in advance.
I'm not a budget el-cheepo fly by night, promise you the universe host.
But you get a rock solid network, a stable server, the promised capabilities and clean IP space, plus a direct line to the owner who will personally take care of things for you.
